this n95 non slider has dubble rx and tx on bourd and also boot on both

but not taking safe format on 1st one

The answer to you question is one of the following,
1) your phone has been locked due to lack of sim card pin number.
Fix: ring up your carrier and ask for your puk code, the carrier will provide this for free so long as they can verify you are who you say you are ie name d.o.b password, address etc...
2) you have a user code on the phone.
Fix: you need to take it to a repair shop remember to specify you want to re-set your hand set code and not a sim unlock/sp unlock! You can also try a software reset by typing in *#7380# I wil not be held responsible for lost data on the phone.
